A new report blames the Florida Highway Patrol for that deadly pile up on Interstate 75 in January.

According to the Florida Department of Law Enforcement the FHP was wrong to reopen the fog and smoke covered road.

But they also say the Highway Patrol did nothing criminal.
Those conditions lead to more than a dozen cars colliding in two massive crashes.

Eleven people were killed.
The report also makes recommendations on changing how the highway patrol decides when to shut down and reopen highways.
