ALABAMA RANKS LAST IN MANAGEMENT: Alabama ranks last in the nation when it comes to the way the state is managed. That is according to a survey by the University of Richmond called the "Government Group Project." The state earned a "C" in management of people, money and information, and a "D" in infrastructure, giving the state an overall "C" minus. Despite the low marks, the group notes that Governor Bob Riley has made and is making strides, to improve the state management. GAY MARRIAGE: Also in state headlines, as Alabama lawmakers open the new Legislative Session today amidst the major budget concerns, the first item on the agenda will be gay marriage. Top of the list on the first committee meeting is a constitutional amendment to ban gay marriage in Alabama. Gay unions aren`t legally recognized in the state, and some lawmakers want to keep it that way with a ban in the Alabama Constitution.
