Alabama Securities Commission Appoints New Senior Special Agent

Joseph P. Borg, Director of the Alabama Securities Commission (ASC), announced today that the Commission has promoted Kim S. Lewis to Senior Special Agent (SSA) for the Enforcement Division to replace recently retired SSA Michael Foley. In this capacity, Lewis will share leadership and operation responsibilities for this division with Senior Special Agent Ricky Locklar.
Director Borg said, "The scope and responsibility for the operation of this division is most challenging and our nationally recognized aggressive enforcement agenda will benefit greatly with the addition of Kim Lewis, as Senior Special Agent to share management responsibilities. SSA Lewis was most qualified for this position with a proven track record, experience, expertise, and the leadership ability required to help maintain a large investigative caseload. I am proud of our Enforcement Division; we have top notch securities agents and an excellent support staff. SSA Lewis will complement our Commission's ability to prioritize and accomplish tasks as a team."

He became a Special Agent for the Alabama Securities Commission in January 2001. He has investigated numerous investment fraud cases (both domestic and foreign) including the Jamie Butler (Jailbusters Case), which resulted in the 75 year sentence of the defendant, the longest of any securities prosecution by the Commission. SSA Lewis was ASC's Lead Investigator and Alabama Coordinator in the Auction Rate Securities task force cases, which generated administrative assessments and investigative costs paid to the Commission totaling$4,297,606.37 and total holdings repurchased from Alabama residents of $1,683,386,495.00.
SSA Lewis has a most commendable record in the enforcement career field. He graduated from Alabama State University with a Bachelor of Science Degree in Political Science and a minor in Public Administration in 2003. SSA Lewis began his law enforcement career as an investigator for the Consumer Affairs Division of the Alabama Attorney General's Office. He has also successfully completed a 20 year career with the US Army, where he retired at the rank of Sergeant First Class.
SSA Lewis, who comes from a military family, is originally from East Saint Louis, Illinois, but has been a resident of Montgomery, Alabama for 27 years. He has been married for 21 years and has two sons and two daughters. He and his family are active members of New Life Church of God In Christ.
