Jeffco Legislators Blunder Once Again; Eventually Correct Mistake

An earlier blunder will not cost Jefferson County.

Thursday afternoon, the Senate passed the distressed county bill sponsored by Senator Jabo Waggoner, (R) Vestavia Hills. It allows any county in Chapter 9 bankruptcy to create new taxes, like a jobs and sales tax.

The problem was it had the wrong amendment attached. As part of a compromise, it was supposed to only apply to counties who qualify for bankruptcy within the next three years. But the bill passed putting a three year expiration date on the taxes.

Waggoner was able to recall it and have the correct amendment attached.

Another change eliminates the ability to levy gasoline or lease taxes.

But before any votes were cast, Governor Robert Bentley met with several Jefferson County lawmakers, including Waggoner and Representative Jack Williams of Vestavia Hills who sponsored a similar bill in the House.

The Governor's Office released a statement saying, "Governor Bentley has discussed Senator Waggoner's bill with legislative leadership, and it is one of several bills that could help the county successfully emerge from bankruptcy. The Governor will continue to work with members of the delegation toward a solution so the County can put these problems in the past."

With four days left in the session, the bill heads to a House committee next Wednesday. It is considered the only revenue option for the county because several representatives outside of Jefferson County contested an occupational tax sponsored by Representative Arthur Payne, (R) Trussville.
